What is the leap year rule?
A year has 365.2425 days on average, so an extra day (29 February) is added almost every four years. Century years are skipped unless divisible by 400.

Why 2100 isn't a leap year
Adding a day every 4 years overshoots slightly, so the Gregorian calendar skips 3 leap days every 400 years: 1700, 1800, 1900 and 2100 aren't leap years, but 2000 and 2400 are.
Born on 29 February?
People born on 29 February (leaplings) have a true birthday once every four years. Legally, in most places, they turn a year older on 1 March (or 28 February) in other years.
