How random is it?
Numbers come from your browser's cryptographic random generator, the same kind used for passwords and encryption. Each whole number in the range has exactly the same chance.
P(any one number) = 1 ÷ (highest − lowest + 1)
1 to 100: each number has a 1% chance

Repeats or no repeats?
Allow repeats for things like dice-style rolls, where the same number can come up twice. Choose “All different” for raffles, team picks or shuffling a list of numbers.

Yes. Set “How many” above 1 and choose “All different”. You can't ask for more numbers than there are in the range.
